We are seeking an experienced Quality Control Manager (QCM) with a strong federal construction background to lead quality control programs on USACE and NAVFAC projects. The ideal candidate is a certified, hands-on QC professional with a thorough understanding offederal QC requirements, three-phase inspection processes, and agency compliance standards.

About the Role

The Quality Control Manager will be responsible for overseeing quality control programs and ensuring compliance with federal standards on construction projects.

Responsibilities

• Develop and implement a Contractor Quality Control (CQC) Plan per USACE and NAVFAC requirements
• Lead and document the three-phase inspection process for all definable features of work
• Serve as the primary QC liaison with USACE and NAVFAC representatives
• Manage Non-Conformance Reports (NCRs) and corrective action plans
• Coordinate all field inspections, material testing, and submittal reviews
• Maintain complete QC documentation including daily reports and closeout packages
• Utilize RMS, eCMS, Procore, or equivalent federal reporting platforms
• Train and orient project staff and subcontractors on QC requirements and standards

Qualifications

• 5+ years of QC experience on USACE and/or NAVFAC federal construction projects
• CQM Certification — USACE/NAVFAC required
• Strong knowledge of EM 385-1-1, UFC standards, and federal specifications
• Experience with RMS and eCMS reporting platforms
• OSHA 30 certification preferred
• Proficiency in Procore, Bluebeam, or Primavera P6 a plus
