Position Description
About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation's fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county, which consist of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks including Greens bayou.
What you will do at Harris CountyFlood Control District:
The Harris County Flood Control District is seeking qualified candidates for the Regulatory Compliance Coordinator role, responsible for coordinating environmental investigations, assessments, permitting, and other compliance activities for all flood control improvement and maintenance projects within assigned watersheds and project areas. This includes assisting the Regulatory Compliance Section Leader in coordinating environmental compliance tasks in support of the District's mission.
Essential Functions & Duties:
- Respond to Environmental Service requests for designated projects submitted by the Planning, Engineering, Construction, and Infrastructure Divisions and manage subsequent environmental support tasks.
- Attend project team meetings and provide environmental compliance recommendations and status updates. Ensure compliance with Federal, State, and local environmental laws, rules, and regulations.
Consultant & Contractor Management
- Manage consultants as necessary to perform designated support tasks, including requesting, reviewing, and approving proposals and bids to perform work.
- Provide quality control and quality assurance of deliverables from consultants and contractors.
Public & Intergovernmental Coordination
- Support communications with the public and with environmental organizations.
- Coordinate with other District departmental staff, local governments, State and Federal governments, and non-profit organizations to facilitate joint-use projects within District facilities.
Project Management & Research
- Provide project management for environmental research and investigations, as required.
- Track projects in the District's applicable project tracking database.
Additional Responsibilities and Duties
- Assist with Planning Division and Flood Control District projects, as needed.
- May be required to coordinate tasks for other staff.
- Assume additional responsibilities as required, adapting to the evolving demands, responsibilities, needs, and objectives of the District.

Experience: - Requires two (2) years of experience in the management of environmental compliance for major infrastructure construction projects.

- Requires experience using digital mapping software.
- Requires experience in reviews of detailed site evaluations, wetland delineations, and jurisdictional determinations of waters in the United States.
Licensure: - Valid Class "C" Texas Driver's License.
Knowledge Skills, and Abilities: - Familiarity with Federal, State, and Local environmental rules and regulations.
- Familiarity with the 1987 Corps Delineation Manual, the Atlantic and Gulf Coast, and the Great Plains Regional supplemental manuals.

- Familiarity with using Adobe Acrobat and Bluebeam.

- Evaluate projects for potential impacts to Federal and State civil works projects and ensure compliance with applicable environmental laws.
