Description:

The Harris County Tax Assessor-Collector's Office is seeking an experienced, dynamic, and motivated Property Tax Director. Reporting to the Chief of Operations, this role is responsible for overseeing all aspects of property tax assessment and collection. This role ensures timely and accurate property tax collections, maintains compliance with local, state and federal tax regulations, and develops strategies to improve tax administration.

The Property Tax Director will work closely with the Tax Assessor-Collector, senior leadership, internal departments and stakeholders to optimize property tax processes and enhance taxpayer services.

About the Tax Assessor-Collector:
The Harris County Tax Assessor-Collector's Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks including:

  • Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
  • Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
  • Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
  • Additional Revenue Collection: Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county's needs.

Duties & Responsibilities:

  • Oversee the administration, assessment, and collection of property taxes within the county and the jurisdictions for which the county collects taxes, ensuring compliance with applicable regulations.
  • Lead the development and implementation of strategies to enhance efficiency in tax collection and assessment processes.
  • Establish and implement internal controls and procedures to ensure accuracy and compliance in property tax operations.
  • Oversee property tax collections by our third-party depository and merchant services vendors.
  • Lead and participate on various committees to set project priorities, oversee implementation, and coordinate vendor activities to ensure efficient tax operations.
  • Manage team transitions and processes, including depository and merchant service vendors.
  • Communicate and resolve escalated property tax issues with customers.

Education and Experience:

  • Bachelor's Degree in Accounting, Finance, Business Administration, Public Administration or a related field. Relevant experience may substitute for the required education.
  • Minimum of five years of experience in property tax management, with a proven track record of handling complex tax matters.
  • Five or more years of supervisory/management experience.
  • Experience in a county tax office, government tax agency, or municipal finance department.

Knowledge, Skills, and Abilities:

  • Extensive Knowledge of property tax laws, regulations, and compliance requirements specific to county tax operations.
  • Strong analytical and problem-solving skills with the ability to develop strong tax solutions.
  • Excellent leadership and communication skills, with the ability to work effectively with elected officials, taxpayers, and community stakeholders.
  • Proficiency in property tax software and financial systems.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.
  • Oversee project management initiatives related to property tax administration.
  • Ability to read, analyze, and interpret financial data, general business periodicals, professional journals, technical procedures, and government regulations.
  • PC knowledge and experience are required.
  • Ability to juggle multiple deadlines and initiatives, which is a routine part of this role.
  • Ability to prioritize, adapt quickly, and identify and recommend areas in need of corrective action.

HOURS:

  • Mon-Fri 7:45 am - 4:45 pm
  • Some overtime hours are required on weekdays and weekends.
  • May require attendance at outside training seminars and/or conferences.
